Flagstaff, Arizona—Coconino County Sheriff’s Deputy Andrew Luna was chatting with some Labor Day campers at an Arizona campground when a UTV nearby rolled over. The deputy’s body camera shows the panicked moments that followed as he and others rushed to the aid of driver Lidia Almeida, age 19. Ms. Almeida’s arm was severed below the elbow in the rollover, resulting in an amputation later.
